Mitigation forms an essential part as well as a phase of emergency management. It is referred to as the continuous effort for reducing of the impacts which are caused by various kinds of disasters on both property as well as people (Sylves, 2019). Mitigation in the context of emergency management is referred to as the sustained action which is accountable for the reduction or the elimination of all sort of long-term risks to property and people from several types of natural hazards and their respective effects.
Several essential operations which gets held inside a mitigation phase comprises of analyzing the vulnerabilities for the aim of the identification of the populations who are at risk along within a certain area with respect to the common disaster effects (Bullock, Haddow & Coppola, 2017). Next comes the risk management where the team of emergency management identifies and minimizes the risks with severe effects on property, people and focuses on the advising units for controlling the occurrences of risk.
Role of the community of emergency management in the context of the predisaster phase constitutes of prevention of the risks possessing long terns and its severe effects towards the property and people to the mitigation of those particular risks along with preparedness (Waugh 2015). These specific roles of the community of emergency management focuses on the various kinds of losses which gets caused due to occurrence of numerous potential hazards. The preparedness would in turn comprise of hospitals, fire brigades, police and civil administration as well.
The emergency managers should be working with the community planner as well as the planning boards as it would be helpful for them in planning, sharing and organizing of the accountabilities for succeeding in the efforts of management of the disasters which in turn helps in enhancing both resilience and security. The involvement of the planning boards and community planners helps in understanding and assessing the needs of communities in a collective manner for determining the possible ways of strengthening the assets.
If both community planners and planning boards and emergency managers were working together they would involve in providing of valuable inputs at the time of the planning procedures, provide critical services of supply at the time of performing several kinds of operations related to recovery and response (Scholten, Scott & Fynes, 2014). The best practices would constitute of the reduction of the risks of the future losses by the process of serving in the form of champion of the community for the projects of mitigation.
